Responsibilities

The Program Manager I will report to the Mission Facilities Division Manager within the Enterprise Infrastructure Programs (EIP) Directorate.  The Program Manager I will provide direct ownership and accountability for all aspects of scope, cost, and schedule performance and risk management of the NA-193 Capabilities Based Investments (CBI) Program. 

 

Responsibilities

  • Manage all aspects of the NNSS CBI program. Serve as the primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
  • Direct all phases of program with a value of <$50M annually.
  • Manage/support other direct accounts within the Mission Facilities Division, as assigned.
  • Lead integration, relationship development, and status reporting with NNSA Headquarters customers and sponsors, Nevada Field Office, and MSTS Senior Leadership.
  • Develop and implement long-term strategic plans that are integrated with modernization strategies and mission requirements in support of future execution.
  • Development of annual deliverables for Future Years Nuclear Security Plan programming, ensuring that mature, relevant, and compelling project proposals are put in front of the sponsor.
  • Lead annual Task Planning for areas of responsibility and manage performance throughout the fiscal year.
  • Oversee the development, planning, and execution of projects within the CBI program, with mission partners, asset owners, facility tenants, end users, and other stakeholders.
  • Support the initiation, review, technical evaluation, and award of bids and proposals.
  • Identify program problems and develop/implement corrective actions.
  • Develop and implement strategies to identify, manage and mitigate risk.
  • Lead/support implementation of key NNSA/sponsor initiatives, such as Infrastructure Deep Dives, BUILDER data collection and analysis, NNSA Master Asset Plan development, Programmatic Recapitalization Working Group, and G2 reporting.
  • Direct the work of employees assigned to the program from technical and/or administrative areas.

Qualifications

  • Bachelor’s degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.
  • Must have knowledge and skills sufficient to lead the development of key program/project elements, schedule, cost, risks, and possess a strong understanding of program/project management concepts.
  • Previous experience preferred working directly with an NNSA HQ customer in a Program Management capacity with experience defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints.
  • Ability to exercise high degree of accuracy required in writing technical documents and ensuring all company policies and procedures are followed.
  • Must possess excellent oral and written communication skills in order to effectively interface with all levels of the organization.
  • Must treat all information and data within the scope of the position with appropriate confidentiality and security.
  • The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.
  • Work schedule will be 4/10s Monday through Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

 

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $121,326.40 - $194,126.40.


Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
