Responsibilities

Supply Chain Management Business Operations is seeking a Program Manager to join the team.  The position will lead our early acquisitions programs including Subcontract Technical Representative, Statement of Work review, and Planning & Forecasting.

 

Key Responsibilities

  • Responsible for the performance and direction of the Subcontract Technical Representative (STR) Program.
    • Directs all phases of the program, which consists of a unique customer set including STRs, STR Responsible Managers, Supply Chain Management personnel as well as internal organizations whose policies and procedures have bearing on the program. Subcontracts range from tens of thousands of dollars to multiple millions of dollars and span a wide range of technical areas. 
    • Leads the formulation and implementation of the STR program processes and policies to include program structure and operation, training for all STR associated roles, governing documents and other activities.
    • Acts as the primary customer contact for program activities across the enterprise.
    • Directs the work of employees assigned to the program from other program and/or administrative areas.
  • Leads the acquisition support program charged with Statement of Work (SOW) review and Planning & Forecasting.

    • Leads SOW review process improvement activities designed streamline the program, improve the quality of SOWs received and optimize the review timeline.
    • Works with the Supply Chain Management Business Operations Manager to institute a robust planning & forecasting program that is coordinated across the Supply Chain Management Division. 
    • Acts as the primary customer contact for program activities across the enterprise.
    • Directs the work of employees assigned to the program from other program and/or administrative areas.
  • Directly engages to develop and integrate new processes within the organization in a dynamic and proactive manner.
  • Collaborates with organizations across the division, MSTS, The Nevada Enterprise and NNSA.
  • Drives positive culture change, accountability, and continuous improvement.
  • Maintains quality service by enforcing quality and customer service standards; analyzing and resolving quality and customer service problems; identifying trends and recommending system improvements.
  • Perform other duties assigned by Management.

Qualifications

Due to the nature of our work, US Citizenship is required for all positions.

  • Bachelor’s degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.
  • Expert knowledge of Subcontract Technical Representative programs.
  • Demonstrated leadership in a Supply Chain Management environment.
  • Demonstrated skill in leading complex technical process improvement efforts to successful completion.
  • Demonstrated ability to establish and maintain strong and effective customer relations and to anticipate change and adjust promptly and effectively.
  • Must possess excellent oral and written communication skills to effectively interface with all levels of the organization.
  • Must be innovative and have demonstrated problem-solving skills.

  • The primary work location will be at the Losee Road facility in North Las Vegas, Nevada; hybrid or fully remote may be considered only on a case-by-case basis.
  • Work schedule will be either 4/10s, 9/80s or 5/8s (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.

Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘Identity, Credential, and Access Management,’ and Supplemental Directive NNSA SD 206.2, ‘Implementation of Personal Identity Verification for Uncleared Contractors.’

Annual salary range for this position is: $121,326.40 - $194,126.40.


Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
